I have updated the misago project to version 0.19.4.
Found that the 'Version check utility' not works on the admincp page and it shows "This feature requires "packaging" python module. "
I have had checked the packaging library with pip list and it is almost there with version 17.1.
I remember it is worked on the old misago version.
Now, what should I do?

I've downloaded Misago 0.19.4 from pypi and its in sync with 0.19.4 tag on GitHub. I have no Idea what went wrong for you.

I'm not sure if you've did but remember you should uninstall old misago before installing new one. This is because Django uses module discovery feature, and can discover files that should be removed.
I have uninstalled and reinstall misago each time the new version had released.
