There are no "category owners" in Misago, only moderators. Is that what you want? ;)

Because I need people A manage category Z, people B manage category X, but they don't need to have the admin role.(manage: edit or delete threads in the category)

Moderator is english name for a person that enforces the rules of discussion. ;)
There is no admin role in Misago. Users can have admin status, but this only controls access to admin control panel. You can be admin and don't have moderator permissions on forum.

Yes. You will need to create new user role named, say "Z Moderator", then edit "Category permissions" for this role and select "Moderator" on categories list for categories that moderator should moderate. Then add "Z Moderator" role to users that you want.
