Please read third paragraph in the "Translations" section of CONTRIBUTING.md

I've rejected new language request for zh because Django uses zh_CN which already exists.

Thank you. I've read the third paragraph in the "Translations" section of CONTRIBUTING.md and understand the policy. I have requested to join the Simplified Chinese team on Transifex.
