There is the possibility in a post to use the @ to look for a specific user (I'm not talking only about citing message blocks from previous answers). I believe it would be great to notice that user that he was cited and where. Notification could be an email or just a mark on the thread like 'new message'.
One could also think to add switch on/off button in their personal settings. I did not go into misago code so I do not know if its implemation is easy. Besides that, I'm wondering if it won't be very noisy at some point. open discussion.

Yup! There used to be notifications feature in Misago before 0.6, and mentions caused mentioned users to receive the notification about his/her name being mentioned. This was dropped to keep 0.6 possible to deliver in reasonable time, but once new frontend lands, bringing this feature back is on the roadmap.

Hey ! How is this feature going ? Seems to be an essential.

And what about emailing users new threads when they are created, eg. "subscribe to new threads" feature ?

@rafalp has recently planned it for 2018. Ii will probably land late in 2018 as the frontend rewrite is the priority and seems to be a big piece of work.

Seems a good idea to me. It would be also nice to select categories in which you want to subscribe to new threads. You can make a proposition by replying to this thread (same as above)

If feature is small enough, there's chance that it'll be developed in sooner and land in one of smaller releases that I'll be making in meantime to big frontend rewrite, but this one isn't the case, and its same for thread subscriptions.
