How to edit categories without admin rights and two other questions.

I only find it possible to edit/add/delete forum categories from /admincp.Can normal users with moderate permission do this without admincp?

Where can I edit the slugify function only for the thread page? Want to remove the thread title part in the url, because Chinese translated to pinyin is not very beatiful in it.
e.g. misago-project.org/t/how-to-edit-categories-without-admin-rights/436 --> misago-project.org/t/436 or misago-project.org/t/thread/436

How can I help with the Chinese translation? I've applied for the transifex program. Couldn't wait to take part in it!
