how can i set up site TOS & Privacy policy pages and add to footer?
ALSO; how can i add any other pages in future?

Footer displays links to TOS and Privacy Policy created in admin control panel, in "Users" -> "Agreements".
There is no "static pages" feature in Misago at this time. One may be added in future version, but I'm thinking that having awesome support for proper CMS solution like Wagtail is better in long run.

You may also want to familiarize yourself with Django framework: URLs and views to see how you can add simple extra pages to your Misago sites yourself.
