I hava made misago run locally, and I register an account also change its user-role from registered to adminstration, so I loop into backend. But I cannot execute words filter function, it says 'Unimplemented Admin Action Placeholder Page',so do you know how can I add key words here? Thanks a lot.

It's exactly what it says on the tin: that feature isn't done and available.
Misago is currently in state of hibernation with released code being few years old already and promised features being moved to new release few years behind schedule. This is messed up and hurtful for project, but hopefully it'll be solved sometime this year with new release.
